Joe Massi- Candidate for Montgomery County CERT President


Joe Massi, a dedicated lifelong public service volunteer, joined MC-CERT in 2021 during the COVID-19 pandemic. Upon completing the CERT Basic training, he swiftly became an active member of the organization, joining the Go-Team and assuming various roles.

Since 2022, he has served as the dispatch coordinator. In 2023, he received training as an AHA-certified CPR instructor, CERT Basic instructor, and Stop the Bleed instructor. He actively supports the CERT Basic and Teen CERT training programs and public education initiatives, including CPR/AED classes and demonstrations, Save A Life classes, and other public-facing events. Since 2022, he has been a CERT 700 navigator and became a CERT 700 operator in 2024, contributing to our cooling station mission. Additionally, he serves as a liaison between MC-CERT and OEMHS. In 2023, he was elected Secretary and aspires to continue serving as president in 2026.

Prior to joining CERT, Joe served as a volunteer EMT and firefighter in Howard County. He also held leadership positions as a wilderness search and rescue field team leader with SMRG/ASRC and various roles with CAP in New Jersey and Maryland. Furthermore, he is an extra-class amateur radio operator and has held leadership positions in ARES, RACES, MCACS, CARA, and MARC. He volunteers teaching amateur radio classes and as a volunteer examiner.

Joe retired from AT&T after 39 years, primarily focusing on networking, system engineering, software development, system integration, cybersecurity, and data analytics throughout his career. He holds a Bachelor’s Degree in Electrical Engineering (BSEE), a Master’s Degree in Electrical Engineering (MSEE), and a Master’s Degree in Computer Science (MS).
