David Williams

Mr. Williams is a semi-retired CPA (owner of a tax advisory and tax relief corporation). Over the past twenty-five years he has dedicated his free time as a volunteer treasurer (including Audit Committee chairperson) to five non-profit organizations including the Montgomery County Amateur Radio Club (MARC). In each volunteer position, he has led improvements to efficiency in the utilization of expenditures and compliance to Federal and state regulations. As a member of MARC, he became aware of CERT and its activities in 2019 and eventually attended the fall 2024 CERT training and received his completion certification in November 2024. He has been involved ever since.

Mr. Williams retired from the Federal government in 2018 after 40 years of service. During his tenure, he led and managed cross-functional and complex programs to develop innovative solutions to streamline business processes in the Department of Defense, Department of the Army, the U.S. Office of Personnel Management (OPM), and the Veterans Affairs.

During his tenure with the Army, he managed twelve multi-million-dollar projects to design and implement multi-billion-dollar acquisition programs of munitions and weapon systems.  Redesigned the Army’s munitions requirements process, and support force requirements process to more directly align with Congressional budgeting process.

During his tenure with the U.S. Office of Personnel Management (OPM), he stood up a project management office to develop workforce forecasting simulation models to assist federal agencies in developing their bi-annual strategic workforce plans. He was principal program/project manager responsible for developing and implementing the medical claims tracking system and coordinating the claims processing interagency protocols between OPM, the Department of Health and Human Services (HHS) in support of the Affordable Care Act (ACA). He also assisted with developing the necessary organization structure within OPM that will be managing the execution of the ACA.

His hobbies include guitar, amateur radio, and astrophysics.
